Both excellent albums but I have to go with Piece of Mind.
Trooper, Revelations and Flight of Icarus are their best three songs.

from the two you listed ....Beast, but Maiden's best work is "Hallowed be thy Name"

Number of the Beast has the title track, Hallowed Be Thy Name, (my favorite song of their's) Children of the Damned and 22 Acacia Avenue. It also has crowd favorite Run to the Hills, though I've never been as big a fan of that one.
Piece of Mind has The Trooper, Die With Your Boots On, Flight of Icarus and Where Eagles Dare and really only The Trooper of those is as strong as what's on NOTB. So it's really not a contest. Only Live After Death competes with Number of the Beast for me with Maiden records.

Number of the Beast
Piece of Mind has some bangers but I prefer the entire NotB album. Only bad track is Gangland.
Underrated track (basically the title track) on PoM is Still Life
As far as Maiden full albums go, I have Seventh Son over Piece of Mind

Beast has at least 4 absolute classics: Beast, Children, Hills and Hallowed. I would also maybe add 22 and Prisoner.
Piece has: Revelations, Trooper and Icarus - a murderer's row of its own.
Just think about how the next 3 are Powerslave, Time and 7th. It's a run that was unbelievable.

Damn good question.
I want to go with POM, as it's the first Maiden album I owned, but NOTB is so freaking classic.
I will go on record as saying that "Where Eagles Dare" is one of the greatest opening tracks of all time.
But "Invaders" is pretty badass too..

Number of the Beast. That album was huge. Just as big as AC/DC's Back in Black and similar with the new singer coming on.
