lol shocker CIA has been the covert leader in undersea spy ops since the 60's, we were ahead in tech then and it hasn't stopped, to think they have the Halibut version 2023. Also wouldn't poke that bear unless they want another missing soviet sub.

The Times is a UK-based newspaper.
And the guy is only using an "anonymous source", which was routinely joked about on the PoliBoard during anti-Trump reporting during the Trump presidency.

CIA and USN are both capable. I don't know why we would use civilian CIA operators other than plausible deniability.

The Times is reporting that Seymour Hersh says that he has an anonymous source that is telling him this.
Hersh has been very good at times, more recently not so much.
