Neighbor's corner floodlights

Are there laws or anything regulating this?
One acre lots. Everyone has nice floodlights on motion sensors and nobody just leaves them "on."
New build next door and they have floods (searchlights really) that light up 4 acres. It's like a football stadium. We can't sit on front or back porch without being blasted. This can't work when we want to host bbq's.
We've mentioned they are a nuisance but they continue to turn them on at night and morning.

Honest question, have you gone and talked to them?
My neighbor behind me had his at a weird angle and it lit our bedroom up. A simple head pop over the fence and it was resolved.

In many jurisdictions, yes.

My bad for neglecting to indicate that in the op.
I have spoke with the homeowner and builder.

The idea of placing several large mirrors and reflecting them back onto certain targets has crossed my mind but I can't stoop to that level.

You must not get on the internet much.

Green wall. Plant it up, and block the light.

go angle them down slightly without telling them.

Red rider bb gun.
And if you're really worried about being caught you can actually make ice BBs

I have redirected and unscrewed neighbor's lights a couple times in the past when they wouldn't cooperate. Few things I despise more than obtrusive lights in my house at night.

You have your own best idea right there.
You could "jokingly" mention that to them before you do it in an effort to save the expense. Say it with a VERY BIG SMILE!

This, especially if they haven't even moved in yet.
They'll probably never even know.

Every night our next door neighbor cuts on their front and back flood lights. We've got a bright streetlight in front of our houses too.
It's like they are scared or something.

I had an old woman living behind me several years ago, and she had a dusk to dawn light in her back yard that was bright enough to light up my back yard. She moved into a nursing home and it burned out shortly after. New family moved in about a year later and they put up a new light and it was brighter than the original. I ended up moving shortly after, but I hated that light.

I had this same problem and after repeated discussions with the offender, I had to do the unimaginable... report it to the HOA.
The homeowner made a bunch of excuses about not being able to reach the light, so I offered to adjust it for them. I lowered the detection range to medium, changed the mode to motion, and adjusted the duration to 5 minutes. Problem solved.
Your last resort may be to file a report. You may have to call in a complaint to code enforcement and have them come out to see if there is anything that they can do to help.
Best of Luck!
EDIT: Take pictures or video of the lights to submit if you do file a complaint.
