Former presidents maintain security clearance, FYI. Whether or not you think that's a good law or bad law, that is the law. Perhaps he knew as soon as he was out there would be massive shredding. And he wanted to maintain copies of things. They are making it out like he was hiding documents about himself, I assure whatever documents he had are about other people. People that really really don't want him to have them.

It can’t though. The only qualifications to be President are in the constitution. Federal law can’t add extra requirements. It would require an amendment.
