The Constitution is quite clear about eligibility requirements to become president. Congress cannot add additional criteria. The only time a president is ineligible to hold office is if he has been impeached by the House and convicted by the Senate.

This shows what an idiot this lawyer is and how he's just trying to get the dim's hopes up. Unless this is a Constitutional Amendment he's referring too, this passage you listed doesn't apply to the President. The rules to be President are outlined in the Constitution and nothing can override that except a Constitutional ammendment.
