Meh, it's not a copper plant. There's an asphalt plant out there that, with some security, stays pretty safe.

(a) the spanish are hyper cheap up front and willing to bear the brunt of incremental costs brought on by that cheapness. They have no idea what it takes to do business here.
(b) "skilled" labor is not really that skilled in the cement business. It's not like they'll have plumbers, machinists, millwrights, etc... "skilled" in a cement plant is basically show up sober.

Guess you didn’t realize CDL drivers that run Cement trucks are making about 40-50$ an hour these days.

Generally cement plants are built where the limestone is, gypsum is brought in, and there is NO native aggregate within how many hundred miles of NOLAeast.
I just can't see the logic of them cooking a fine lime powder in HUGE structures: gas to burn.maybe, I just hear a huge sucking sound as anything build out there settles into the peat and wet clay with a few silt lenses, and the giant rotating kilns roll off and towards I-10
