What the hell is wrong with this staff? Why were criminal charges not filed?

My brother wrestled D2 and I have attended a few practices. I have never seen anything like it. They don't stop.

Was he cutting weight? I was a wrestler in HS and had a couple guys who got pretty fricked up cutting too much weight. I think they do hydration testing and body fat testing now to prevent exactly this kind of thing from happening, but from what I hear now they just cut a few lbs under the target weight, rehydrate to the target weight, and scam the tests, which is arguably worse than not being tested at all.

The article is weird. It keeps saying "cops say" or "the police say" these horrible things happened, but no charges were filed.

Can coaches defend themselves by saying, "We weren't physically withholding the water. A 20 year old man can quit the team and get him a drink at any time."?
