Is this new news? It isn't to me. In the German lagerstatten, Archaeopteryx fossils have shown the feathered dinosaurs that essentially prove this.

Of course, the vast majority of those branches die out immediately.
So I also don't think you're grasping how effective the environment can be in selecting for beneficial mutations. A single beneficial mutation likely has about the same chance of being passed to the next generation as a million harmful ones.
I also think that you're viewing this as if a modern eagle was the goal, and that things had to happen just right for it to evolve. But that's just how it happened. If some different creature had evolved, you would be saying that it's mathematically impossible for everything to have happened just right for it to be here. It's like if you get in your car and start driving, taking random turns, with only the selective pressure of the roads to guide your path. Eventually you will end up in some city. Will you marvel at the minuscule odds that you would arrive specifically there, or realize that your odds of arriving somewhere were pretty good?
