Above-ground internet cable spliced by mower.

I'm having a bit of trouble with my internet connection after some mowing went astray...
I recently cleared a bit of brush near the fence in my backyard and noticed a cable wire coming from the ground, through the chain link, and back into the ground.
I didn't tell anyone about it and was always mindful to mow around it. I had someone else mow my lawn recently and they ran right over it, splicing it a good bit.
I can still get a connection after wrapping the wire with tape, but it comes and goes.
How would you go about addressing this with the cable company? The wire should never have been above ground to begin with, right?

If the tape isn’t working then you’ve pretty much exhausted all options. You’re going to have to buy a new house and move.

So you ran a long cable to your neighbors internet jack and the line got cut?

LOL! My initial thought, damn, a mower can CUT and SPLICE the cable. Impressive.

Call the company and tell them. They don't give a fawk. Demand they bury the wire properly. It isn't your fault the wire wasn't buried.

Tell them someone else hit the cable, you didn't know it was above ground (why would it be? it's supposed to be buried) and ask them to come and splice you a new piece of cable in there.

Tree removal crew cut our cable, and I was able to splice it until the cable company arrived to replace it. No charge.
Just ask, but the appointment as a full month or so out, which is why I spliced it.

We talking like copper wire like coax or fiber? There are cheap coax splicing kits you can buy.
Call the ISP and have them come run and bury a cable.

Why did your service provider not bury it properly during installation? Or was this something you did?
I'd start with the internet service provider and call them out there. They might charge you, they might not. But either way you need internet.

I take it your mower didn't splice it properly? Have it trim back the ends a bit and try to splice it again.

Tell them you’re a porn addict and that this is an emergency.

He doesn't want to because its an illegal wire.
NO, and I mean ZERO cable companies would run it above ground and lay it to be mowed over.
