I am not certain but i am pretty sure that Santa Monica does not have any neighborhoods that can be considered hoods. My guess is aggressive unhoused population.

The police know the criminal quite well, and know his address. He apparently likes domestic battery better than mail theft.

Then what is the solution? Whatever it is, it isn't USPS' mess to fix. How they can be shamed for protecting employees is beyond me.
People complain about things of this nature, businesses not investing in communities, white flight, etc. all while expecting someone to fix the mess. The mess in this case, from reading the article, is homelesness.
Newsflash to the good people who inhabit that area, the mess will not be fixed. Nobody is coming for you. Get out and get around like minded people or be prepared to take on the world solo.
