Are those the levers? It's a combo unit and she can't see it or move the washer and I'm telling her to push them down maybe to turn the water off. That would be clockwise but it doesn't look like she can keep turning them so maybe just a hard push?

I've never seen this type of shut off before and it's 11pm her time so nobody around to help.

Me either, but it looks like a lever mechanism.... Tell her to try to move it to the middle then pull down

Are they levers or are they meant to be turned with a pipe wrench? Looks like something was gripping them to turn them

Looks like little small levers in between the valves. Not sure what the big chrome/shiny handles are

The shut off valves are the little levers in the middle. Pull them down.

If it’s a bad leak you need to call 911 so they can shut the main off

False. This is what the landlord is for. They are the ones who have to pay to get it fixed anyway. Tell the landlord there is a water leak that’s flooding the unit and watch how fast they get over there

Call a plumber. Is there an issue with not doing that?

Try pulling the plastic levers in the middle downward. That should cut off the water flow.

Sport, we’re going to need some pics of your daughter to fully access the situation.

TIA

I know I'm way too late.
The lenders are little grey plastic levers in the middle.

The things I think everyone thinks are levers are really expansion tanks for air.
Two tiny levers in middle of image. Both grey.

Was your daughter able to figure this out so she could go back to getting her legs pinned behind her ears by the guy in the next apartment?
