If there is a possible way to frick over a landlord, Cali will find it. Especially NorCal.

So it will be illegal in Oakland. A Berkeley kid could start a Landlord Advisory Service where he is given a list of names and he could advise the landlord which tenants he may be happiest renting to.

It is not under Oakland's jurisdiction for a kid to search a database in Berkeley.
