Better spot for Harbaugh - Vegas or Chicago?

Assuming the rumors are true and he wants to get back into the NFL, which job would be better for him?
Raiders have some talent, but their entire front-office (all the way up to the owner) is a case-study in organizational dysfunction. IMO, until that changes Bill BellyChuckles wouldn't be successful there.
Chicago OTOH has been the desperate nerdy guy asking out every semi-hot chick on the block hoping for a win. They're simply bad at making choices and haven't had much to offer for a while, but they aren't institutionally dysfunctional like the Raiders.
Oh, and who WANTS to go into the meat-grinder of the AFC West, with KC and the Chargers set to butt heads and kick arse for the next decade?
Personally, I think that the Vegas job is a trap for whoever takes it. The owner and management won't stop meddling and let a good coach do what's necessary to win, the expectations are going to be ASTRONOMICAL (and probably unattainable in the near future) for anyone that takes the job, and the division is probably the most competitive in the NFL.
Oh, and the Vegas fanbase (and the city that got suckered into building that cathedral to Davis insanity) were expecting to get a team that was supposed to be immediately competitive. Bought and paid for, but never delivered. No pressure there, right?
Yeah, thanks but no thanks. Harbaugh should go to Chicago where he has a better chance to do his thing without interference, has the support of a rabid and thirsty fanbase with more realistic expectations, and is in a division that will be much more competitive (especially if Rodgers decides to move on or retire next year).
No brainer, from where I'm sitting.

Vegas is in the playoffs.
They have the better roster and QB. The answer is Vegas over Chicago. Derek Carr is a really good QB. You have one of the better RB’s and TE’s in the league.

I'd take Chicago too. An uncertain division and bad roster but you get to help build it and go from there. Vikings fired their coach and are in upheaval , Rodgers may leave but either way is getting older and will suck up a lot of cap if he does re-sign. The lions ? Well yeah they suck.

And, that's my point exactly. What, exactly, has Vegas done that inspires any confidence in their ability to build a consistent winner? They've made abysmal draft picks over the last 5 years, failed to provide any additional support for the few good players they DO have, and have absolutely mishandled their coaching hires for decades.
And that's entirely the fault of the owner and his management team. That organization stinks of institutional cancer from the head down, and it's been that way for a over five decades.
I've watched (and hated) the Raiders for a LONG time, going back to the days of Madden, Stabler, Marcus Allen, Lyle Alzado, Jack Tatum and the rest of the goon squad.
They're no different now than they were then: a Davis calls the shots, and everyone else is expected to do as they're told.
Organizationally, the Raiders have never tried to actually build a team. Instead, they chase stars and then try to fill in the blanks afterwards and hope for the best.
Al Davis was notorious for interfering with actually managing (and sometimes even coaching) his teams. His son has taken it to a new level by building an entire ORGANIZATION that perpetuates that dysfunction instead of committing to creating a winning team.
In terms of interfering with their team, the Davis' make Jerry Jones look like a third-grader.
And that's not going to change if Harbaugh takes that job. It'll only change if Davis sells the team, which he won't, because - like his daddy - it's the centerpiece of his ego.
Again, my opinion, but if the Raiders have any success in this year's playoffs, it'll be DESPITE the interference and incompetence of their head office, not because of anything they've done to build a winning team.
I still think that, overall, Chicago is the better long-term option for ANY coach that wants to build a competitive and winning organization, regardless of what pieces they may (or may not) have relative to the Raiders.

Vegas as an opportunity right now is light years better than Chicago. Gruden cleared a bunch of clutter on the roster, and they are in good position to build on a playoff team. Chicago has a couple of good pieces but they are too top-heavy on contracts to a few players. They need a lot of work.

I totally agree except I can’t figure out why Miami fired their coach. I think they won 8 out of the last 9 games. They played hard once they got some momentum rolling and players back off injury. They sure seem like a team with a young nucleus that can be built upon. That defense was strong during that win streak. Not sure I’d want to coach where they fire you for going on a 7 straight win streak and winning the last 8 of 9. I’m not sure why the Raiders would want to fire their interim coach. Anyone that can navigate that turmoil they had going on this year ought to be commended. My gosh they had so many distractions that I’m surprised the players and coaches didn’t throw in the towel around week 10.

He is a mid west guy he fits that city well.
Now Vegas has more to offer money and team wise but da bears seem much more of a fit.
