We were directly above the skirmish and the UGA fan was in the middle of the LSU student section for reasons unknown. There was some chest bumping and yelling going on before the video starts and people were trying to get security to get him out of the area. No one was coming and someone in Tiger Band in the adjacent section alerted their LSP escorts.

Right after the LSP officer gets him to the ground, some Fulton County sheriffs arrived and took him away.

You are correct. My neighbor is the GBI agent that took over in this scuffle. He said LaSP had no jurisdiction. They were just escorts for the band or the student buses.
