Why did the rescuer get off of his jet ski so early? Why not get closer to the dock where the injured person was located?

I found the story on Google, amazingly no broken bones. Severe concussion and bruised up. He's extremely lucky to not have long term or permanent injuries, he could be in a wheelchair the rest of his life.
