Why the day an event happens gas jumps even though the fuel in the storage tank was bought at a lower price?

On the USS LaSalle AGF-3 in Bahrain we had no sewage treatment system, flush the toilet and it went out a port on the side of the ship. We were not allowed in US or AU ports. :lol:
