It is still not in the same league as other locations though. If that property had development potential, it would have been leveled long ago. Instead we are debating whether a broke city should foot the bill for its demolition. The market is saying the juice is not worth the squeeze. I'm inclined to believe it.
Actually, I was there just yesterday and it sucks. You are correct that there is development in the area. But it isn't prime CBD or Warehouse District property in the same way that other areas (e.g. Convention Center, WWII Museum) are with respect to importance for the city. I don't like that the building is the problem that it is. But in a world of limited resources, I favor spending money on other priorities, like fixing the sewers, pipes, and streets, over tearing down a building because it is ugly.

Do nothing. Invest in an even larger fence around it and then do absolutely nothing. The city doesn't need to spend money on stupid stuff like this. That area of downtown is a dump anyway.

This is what it was like back in the day at Murphy's.
Does she have any interest in a larger caliber and more recoil? A .243 is in a different recoil class than the other options. Perhaps she can handle more. But a .243 is a material step down in recoil and that may matter. If she can in fact handle more gun, I'd get a Weatherby Vanguard in .25-06. Weatherbys weigh a little more than other alternatives and that's a good thing. They also have long barrels which is also a benefit.
At the local library they sell used books. I bought one on the history of the Korean War that is closer to 1,000 pages than not. So far it has worked every night.

Actually, I'm hoping they release a .30-06 version. Adding 300fps to a 150gr load would bring it up to 3,300fps.
