Another thought, does it have to be the same place for the entire month? You can very easily find lodging for a week at a time for a single person. You may consider spending an entire week in a place and then moving around a week at a time?

My answer would be Paris except that everyone there leaves for vacation in August. But my answer would still be Paris.
My second choice would be a villa in the Tuscan countryside. If you need a city, choose Florence or even Siena.

I did some work for Repsol a long while back and while I was in Madrid, I was able to easily travel all over Europe.

Vienna is one of my favorite cities in the world and it has some good rail links for weekend travels. Amsterdam is another one that I really liked.
Someone mentioned Bruges and while I liked the city, it was small and you'd probably get bored spending a month there.

You’ve got four weekends to work with. I’d do Amsterdam. Major airport where flights are generally inexpensive. You’ve got Rotterdam, Delft and The Hague at your doorstep. Super quick flights to the UK, Scandinavia, Germany, France, Belgium and more.

Honestly though, it's a neat town. If you want to be centrally located it's a great spot. On a travel day a few years ago I ate breakfast there, lunch in Vienna, and dinner in Budapest.
You can't go wrong with Prague either.

I may be biased, but Amsterdam is great, nothing beats the long warm sunny days in the heart of the summer here.
English is super prevalent, big international community, well-connected, good infrastructure both general and digital/tech.
The only real knocks are that it’s expensive, especially housing which is the second downside, in the market is fiercely competitive and regardless of the money you have to spend is not easily secured.

Personally, I would do somewhere more ‘rural’ in France… near a lot of wine and relaxation.
