As an official, this looked like a penalty to me. The only way I can see it not being called is that FIFA told the referees to ignore what they determine to be “soft” fouls in order to keep games flowing. For the most part, that strategy has worked; it clearly didn’t in this case.

This would be one other possible explanation. As a referee, I don’t reward players on the way off their feet prior to contact with free kicks, even if the contact was legitimately a foul.
