Probably mostly the second, but there’s a lot of people in Spain and the Spanish media that would use what the woke people call dog whistles and hate on his dancing and celebrations.
ETA: there are legit racists in Spain and Italy ultra culture though (see SFP’s post above and anything to do with Balotelli’s career).

They are mandated for every game regardless of temperature. FIFA felt it could cause competitive imbalance of some games had them and others did not.
