No, as that would lead to a stoppage of play and cause all sorts of shite during the game. You couldn't stop the game as then you would have to add the time stopped at the end of the half. FIFA also isn't in favor of anything that stops play. They would rather retroactively award punishment than stop the game.

Because there are no natural stoppages, ideally, in a game. That time would have to be added at the end of the half if there were a stoppage. Not only that the rules on restarting after a stoppage would get confusing, as FIFA is reluctant to have the ref control the game like this.

I'm sure there could be ways to limit the amount of reviews/stoppages if anything like that were ever to happen
