Awarding a card at the next stoppage of place might be something you could do, but the shitstorm that would occur if a player disagreed with the ref wouldn't be worth the yellow. Although the sideline review could work after it was employed after a bunch of times.

FIFA, and the football associations that make it up, are super reluctant to make their referee's look bad in any way, as they are technically employees of the association. Hence why FA's don't really publically criticize referees.

What constitutes a reviewable play in this system would also be the cause for argument. Would it strictly relate to dives? Or would any controversial incident get reviewed.

I think his argument is more of giving out more cards for dives will discourage them, just like people wants technical fouls and suspensions for flopping in the NBA

I think some players will happily trade a card for a goal, especially in a big tournament.

Hell, we saw the lengths Suarez was willing to go to in making sure is team avoided elimination. Do you think, because he was red carded for that hand ball, that the majority of other players wouldn't do that same thing if faced in a similar situation with similar stakes?

Duping the referee is a part of the game in some countries. You don't really see diving in MLS because it is looked down upon. But in South American leagues, it really isn't. I don't know how much it will really discourage players.

Seems like a quick review of a goal could occur during the celebration. College Football reviews all scoring plays in the time the kicking unit gets on the field.

Well of course a play will take more risks if their team is on the brink of elimination in the world cup. I think he means the sport as a whole could be more watchable if there were more cards/suspensions given out for diving.

well I'm sure FIFA can influence the game around the world if they start enforcing these types of rules in international play

Let's say it goes the other way. There is a goal that is scored but not given. So what happens? Does the ref blow the whistle and stop play until it can be sorted? That's exactly what FIFA doesn't want, stoppages of play imposed by the referee.
