what is amazing is that NY already has some of the highest taxes in the US. Just Chatgpt "does the state of NY have high taxes?"

Kwame fails to detail what "the only tools at the City's disposal" might entail. The "structural crisis" is just like any state where big cities bear the tax burden relative to the rest of the state. Hochul has a fine line to walk keeping the rest of the state happy in addition to New Yorkers.

That may last a year or two at the most. Either the corporations and wealthy will have their money protected from such actions, or will simply leave. New York is about to return to be a city like it was in the late 70's, except there won't be a Giuliani to save them 15 years later.
