Kinda seems like he knew he was not going to stopped by law enforcement. With the supposed. Statement from the local police chief that his officer climbed up the roof that seems to have many questionable holes in it, this sure looks like a setup.
Way to many coincidences and basic failures for this to just be a bad day for law enforcement. But we will never know more than we know today. It's all going to be covered up and buried in the investigation process.
How can you have an independent investigation when there is no independence in the DOJ and Homeland Security.?? There are butts to cover and the top will cover the butts that need covering.

It is really hard to tell!
The snipers wouldn’t be sitting on their hands on the roof, which they weren’t, they were scanning their operational area and it looks as if the sniper definitely has an Oh frick! moment and stops looking through his scope and clearly acquires target and fires a “snap”shot” to get suspect and everyone else’s attention and then re-acquires through scope after lifting his tripod and unloads. It appears to me the moment that fricker popped his head above that eave of the roof that sniper was rocking and rolling w/o hesitation?
