It depends on your criteria. Are we talking about who did the most damage? Or who failed the most to achieve his goals. George Bush would be a candidate for the latter, but Jimmy Carter would take that cake. He succeeded at almost nothing. America became a laughing stock to the entire world under him. We were slapped around by tin pot dictators, and our economy was in shambles.
The most damaging Presidents were the current one and Obama.

I usually wait till they're out of office, so right now I'd have to say Obama.

Here is the thing: no matter your personal opinion of any of these individual Presidents, all the Presidents mentioned above — with one very notable exception — were in some way groomed and vetted for the job by the deeply embedded entities that control all the true levers of power in this nation.
