Always thought Carter would keep the title, Obama stripped him of the title, I'm not sure we can award it to Biden, I'm less than confident he knows what planet he is on.

I’d be willing to bet that the average growth rate under Bush was more than the average growth rate of Obama. There’s also a lot of context on the timing of their presidencies. Bush took office when the .com bubble busted and 9/11. And it was bookended by the 2008 recession which was mainly caused by Democrats in Congress. Bush had pretty good job numbers for most of the years in between. Obama taking over in the middle of a recession had an abysmal growth rate, especially considering that the default after a recession is an improving economy. He completely stifled the recovery.

GWB was certainly a disappointment, but there is no way to objectively rank him lower than Carter and Obama.
