Appreciate the extra information.
If the kid has a legitimate developmental issue, which can become a huge problem when teenage hormones hit and they don’t have the mental capacity to understand boundaries, he may get a pass.
BUT who the hell was supervising this special needs class that this kid was able to whip it out, make his own magic happen and spray 3 classmates without anyone noticing?! I know teenage boys don’t need much time but that took at least a few minutes.
Special Ed classrooms always have at least a teacher and an aid, often more aids if the kids’ IEPs requires one on one help. No one saw this kid yanking it? If they did, did they not try to stop him or at least move the other kids out of the splash zone?

If there is any good news to come out of this it’s that this kid is now qualified to become a CNN anchor and could take the place of Fredo.

Any kid not in a "normal class" has an IEP. I had them as someone in the gifted program. It just sets different standards for certain kids if they are in a specialized class (advanced or remedial). I've never heard of it used for behaviors issues though. That must be new.
