The Constitution has nothing to do with this. What's happening in Seattle is the textbook definition of insurrection. tDon has full authority to send in the feds at any time now.
I think they're waiting for evidence that covid was an engineered biological weapon deliberately loosed on the public. At that point he can not only bring in the military to quell riots, but they can also be used to police the streets in general. Which would mean rounding up everyone, nationwide who has been responsible for this shite.

Because it's not the Feds job to regulate the will of the people. If Seattleians want to prevent this from transpiring, they can step for themselves.
