Why is Louisiana the only southern state without HS football?

The lack of leadership in this state is very troubling as the residents elect criminals and they just let them roam free in the store unattended. Everyone has a duty to inform their friends/neighbors and make them aware how clueless these representatives are, and most have a R behind their name to simply dupe the inattentive idiots that reside here.

Yes but it was LHSAA's phase 4 not the white house guidelines phase 4. they basically made up their own phases.
I don't know how it all works but to make things simply, lhsaa phase 4 = white house phase 3.

The LHSAA could open high school fall sports today with no help from JBE. It's not Phase 2 that keeps HS fball closed. It's the LHSAA.
