The crime was in-house accountant and was discovered.
Random donor that knew Joel probably asked him directly why hadn't the check cleared. That's how my FIL busted his embezzler.
Rather than prosecute the perpetrator, they fixed the books and claimed the cash was in the safe.
Why were the deposits stuffed in a wall? Why do squirrels bury nuts?
Why wasn't the location of the stolen funds revealed and cleaned of evidence, I have no idea. Maybe plausible deniability.
Joel's premiums were probably so profitable, the insurance carrier did a cursory investigation and cut the check.
The local police were not going to turn over the city for non-violent crime, especially if they knew insurance was going to cover the loss.
Just my opinion, I could be wrong.

On second thought, no.
To much to risk defrauding an insurance company for chump change when you're clearing millions every year.
Low level flunkie tasked with making the daily deposits wasn't dropping them at the bank.
They stood on the toilet, pulled back a ceiling tile, removed some insulation between the studs and dropped it into the cavity.
Maybe the next level of accounting management figured it out.
Why would that person provide cover, maybe some inappropriate was going on, who knows?
But Joel would have to ask his accounting management WhyTF was $600K cash and negotiable instruments sitting in a safe and not in a money market account at the bank drawing interest and how did a safe-cracker get into his money bin.
There is defiantly a rabbit-hole here.
