That does not include the military or agencies who function outside of the US.

Scruffy doesn't really believe that. Scruffy only says that for the sake of argument in this thread. Because if Scruffy saw a neighbor parking a tank in his next door driveway, Scruffy wouldn't think that was cool or a symbol of freedom at all.

Civilians own tanks, anti aircraft guns, explosives, machine guns, dynamite, mini guns and all sorts of other stuff

Well, one of the main arguments for owning guns is to defend yourself when the government decides to become tyrannical and take over, so why shouldn't citizens be permitted to have military grade weapons as well. If there is a reason to limit citizens use of weapons, there has to be a reason.

Libertarians don't normally resort to appeals to emotion. If we're going down that road, we can justify all sorts of government. "Go tell that to the family of the kid that overdosed." "Go tell that to the family destroyed by Mr. X's gambling/porn/marijuana habit." Etc.
Instead of focusing on underlying problems, i.e. these whacked out kids, "gun free" (target rich) zones, relative lack of moral absolutes in our society, some folks want to rush straight to the "take the guns away from the people that didn't do the shooting" step which just doesn't/hasn't/won't wash in this country - at least not to any significant degree.
Guns = freedom. Period. It's the reason a shooting war started between New England colonists and the British authorities. I'm not predicting the future collapse of society - I'm saying I can't predict the future, so I want to have as flexible response as I can have under the circumstances. That includes firearms and ammunition, by the way.
