When extended drought hit early civilizations, the smartest people from each area moved further North in search of water. They are the ones who eventually began growing food and farming in the Old World. Many stayed behind and continued a hunter/gatherer life

Kinda, sorta, though the idea that southern countries are so poor and backwards is ludicrous. The most advanced civilizations in pre-Columbus Latin America were generally in cooler, mountainous regions no matter where they were. There were also some fairly advanced civilizations in North America at times as well.
Civilization needed a certain climate to arise and flourish. Food may have been too readily abundant in the tropics for civilization to fully form. Life is very hard in the tropics in other ways as well (disease, as mentioned).
I don't think it's any coincidence that the great ancient civilizations all arose in the latitude band between 28 degrees north and 35 degrees north. Not enough ag-friendly land at that latitude in the southern hemisphere for the same thing to have happened there.

While there are rainforests (which is a jungley disease ridden hell to settle) that get a ton of rain right around the equator, parts just north/south basically get a distinct wet/dry season during the year. This limits the growing season for agriculture as well.
