I dont think anyone is happy that other countries have nukes, but for the most part their programs were performed in secrecy and once the tech was established it was too late. There have been numerous times in the last 50 years that countries were stopped from generating nuclear weapons including Brazil and Argentina while south Africa agreed to dismantle theirs.

Because Israel wants a nuclear monopoly in the region. If Iran obtained a nuclear weapon the Saudis and Turks obtain them also. Israel's nuclear monopoly is not allowed to be disrupted.

The same reason Saddam was not allowed to have one. Iran and Iraq both openly announced they would use the nuke immediately on Israel.
