Who will pay for the tolls on the Strait of Hormuz?

Exiting ships carrying oil product will have an added cost that because its a commodity cannot be passed on to end users because they will simply switch to other cheaper suppliers. So in gulf discounts will have to occur to deal with the toll costs. Its a local issue.
Entering ships will buy their goods on the world market with or without tolls. But the entering tolls will have to be passed on to consumers in Iran, Oman, Saudi, Kuwait etc. It's a local issue.
Tolls should not be a hill for the rest of the world to die on. It's really a Gulf Cooperation Council issue to manage.

Can someone explain how Iran pull even ALMOST collect and control? I thought there were underwater mines that couldn't be found.
But now, for a small fee, you can sail right thru with no danger of mines, and no navy to enforce?

Not necessarily.
First of all, cheaper suppliers are ostensibly already maxed out on the amount of oil they can supply.
Secondly, IMO it's a lot more likely that the tolls will raise prices for the oil that goes through the Strait and the cheaper suppliers will use that as an opportunity to raise their prices and make more money than the scenario you described.
Just like people refuse to understand here when it comes to tariffs.
When you have an industry with relatively few competitors who all keep tabs on their competition, like the auto industry, for example, and tariffs cause prices to go up for some products, the competitors will also raise prices even though they don't have artificial outside costs forcing them to do so. It's just a chance for them to make more money.
And I don't know of any industry better at colluding over price than the oil industry.
