Who is the dumbest politician?

It’s a tough one. So many to choose from. My criteria are: intellect, presence, speaking ability, and wit. Explanations for your choices are welcome, but not required. The potato is the obvious choice- but that’s largely due to dementia. There are others who are just really, really, dumb.
