Yes, and the reason they're considering it in the developing world is the relative lack of medical care. You've got countries with just a handful of vents in the whole country and many places where even therapeutic oxygen isn't available.

This is not happening in the US, especially in SEC country. I am not a violent person but if someone tries to come take my child away for this reason, words will be had.
