Didn't read the link but I would imagine it's in 3rd world countries that have multi-generational families living under one roof with way more than 10 gathered. Just a guess without looking.

Well, at least it’s safe and dignified. I mean, that’s fine, it if it’s not safe and dignified and looks bad on TV cameras like packing people into camps via rail cars, then that’s not OK.
