In my opinion it’s very old. I feel like it’s mostly rooted in communism.

I think PC/SJW culture (obsessive complainers) had always been there, they just had no medium of broadcast and no way to pool coordination.
Print media Journalists were actually legitimate truth-seekers and knowledge generators back then, so they were antithetical to “complaint culture”, which is designed by nature to be manipulative and persuasive to produce a desired reality instead of actual reality. So print media, for the longest time, was actually a bane to the concept of Progressivism.
Our colleges, however, became a hotbed for Complain/Grievance Culture. The old adage, “When you can’t do, you teach.” is absolute fact and precisely what happened. An entire demographic of people spanning generations who are overwhelmingly insecure because of their inadequacies and lack of success, were granted an audience who were forced to listen to their opinions and biases, and who were impressionable sponges ignorant of reality and truth, became generations of misinformed lemmings taught to complain and hate.
There were always these packs who complained about everything. There just wasn’t many to listen and coordinate their grievances and pool their weight to become effective at forcing change on a national scale.
It got some efficiency and voice with the advent of the cell phone, and then MUCH more with the advent of cable TV. 100+ channels needing content that appealed to every demographic, and the vocal minority became content/broadcast junkies who now had a venue to impose mass coordinated grievance and influence, and with tons of money involved.
And then that got a shot of horse steroids with the advent of the internet, and especially social media.
It’s been a definite exponentially curved progression. Colleges —> Cable TV —> Internet/Social Media
I didn’t watch the OP video yet. This is just my logical deduction.

I think it was after WWII when people started comparing any thing they didn’t like to Hitler and the Nazis. Being compared to Hitler causes a recoil and people got their way.

The truth is when I was in high school (mid seventies) we were the opposite of SJW. Act like a man, don’t be a woman, toughen up, sticks and stones, fat shaming, god and country and family, etc... we became better men for it.

The first SJW’s were anti-war activists, feminists, and civil rights protesters in the 60’s. The PC movement really took off on college campuses in the 80’s under Ronald Reagan. That PC culture went mainstream into k-12 schools and businesses in the late 90’s/early 2000’s. It was Twitter and Tumblr during Obama’s second term that saw it explode into everything.

Honestly, the media being used as an arm of the DNC to push agenda and shame conservatives has allowed this SJW culture to grow in to the mess we see before us. It will eventually kill itself because when everybody's a victim then nobody's a victim.

PC became social justice with social media. Mainly 4th wave feminism. It's always been taught in sociology classes but now it has defined borders.

I didn't notice it until about 2013. That is mostly because I finally got an iPhone that year and made a twitter account. I think around that time is when the whole Michael Brown stuff happened, maybe a year later I can't remember.
Or maybe that is just the first time I noticed. I will say, in HS I never noticed any issues with white and black students and our school was about 60/40 white and black. As soon as I went to college is was noticeable. I think that is largely due to how media portrayed certain things.
