An argument was made that food stamps and standing in line to get commodities were degrading and stigmatized poverty. There is some truth to that. And I have no problem with providing low-cost or free staples to people in need without making them stand in a Soviet-era bread line.
However well-intentioned, the end result of the current practice has been the emergence of a segment of society that cannot even provide for its most basic need of sustenance. If that woman could cook just a little bit, she could feed herself and children on as little as $100 per month. It wouldn't be fancy, but it could be done.

I had a cousin who worked in a gas station probably 45 years ago. Back then they had the actual stamps, not cards. He said that the same kids would come in multiple times per day and buy a single piece of candy with the food stamps, but they had to give them the change in cash. At the end of the day their parents would come in and buy beer and cigarettes with the cash.

The store manager ratted her arse out, the feds said call us next time she comes in. Sure enough she shows, we ring everything up she pays for it all, my buddy loads the meat in her caddy she gets nailed.
Comes out in the newspaper, she owns a steak house south of the city. She had a standing deal at the Rez to buy up the food stamps in cash.
She then sold everything at her restaurant. She got a long prison sentence, tax evasion all kinds of charges.
Not one person from the rez was charged.

You shouldn’t be able to buy junk food on EBT. If my tax dollars have to pay to feed you it should be healthy food only because that means my tax dollars cover your healthcare too and I don’t want to pay to keep you alive with your diabetes and heart disease

It's never going to happen, but the only way to fix this is to completely cut off all government handouts so they will either have to work or starve.
