It's because these numbers aren't real. Reposting this from another thread:
It's easy to hide lobbying on Israel's behalf whenever it comes from zionists inside the US that are American citizens but put Israel first. For example, in almost every one of these tracking websites, Miriam Adelson's donations to Trump aren't counted. She alone sent $215 million to Trump's campaign, and Trump himself has said she's more loyal to Israel and only asks for favors for them. In Kentucky's primary, $30 million was spent, largely by American zionist groups, to help Ed.

Because the one's relevant to this thread consistently lobby on behalf of Israel and use their American citizenship as cover.
The same reason Italian Americans lobbying our politicians on behalf of Italy register as foreign agents.
