I’d rather put the owner down than the dog. My aunts two dogs were killed by a pit bull. My family maid was mauled by one as well.
But I currently live with one, it’s changed my view on the animal I’m not gonna lie. But I imagine it’s how they are raised.

A dog needs to be trained, it needs to socialize, be around other dogs & kids and corrected immediately on how to behave. Being a dog owner has similarities to being a parent. It’s the owner/parents job to teach their pet or child NOT THE GOVERNMENT!

My 75 lb Staffie would be dominated by your 10 lb Shih Tzu (if you would own such a creature). She is the least violent dog I've ever owned. Nobody told her she is a pit bull.

How did all of these dogs get "loose" at the same time to roam and subsequently gang up to attack?
That sounds like a city issue.
Now, if these were somehow owned and yard kept animals that got out of their restricted areas, then that is the owners responsibility.
I generally don't buy the bad dog theory. It's so very random that these issues arise with domestic kept breeds not raised to fight. It's much more dangerous to walk among other humans to be honest - lol/.

A 9mm would have solved the problem. These are likely drug dealer dogs.
A really nasty type person moved in near my dad about 30 years ago and his Rottweilers (multiple) would occasionally get out and chase people into their homes. People complained to the police but they couldn't take action since no one had been maimed, yet. My dad (WWII vet)kept a rifle by the door for that and told the dog's owner that if he got chased or they came in his yard those dogs were dead meat. It was not an idle threat. I saw my dad hit running cottontails with an open sight .22. He could flat out shoot.
Funny how they never got out again. Fortunately they all moved about a year later.

Ironically enough, dogs raised by fighters have historically been the last ones to bite a person. It's an unexpected positive of a disgusting activity.
