If the person burning the cross is in the black person's yard without their permission that is trespass. Otherwise I believe burning a cross that doesn't pose an imminent threat of death or bodily harm then is legal.

Burning anything on anyone’s property is and always will be illegal.

Burning a flag on private or public property in peaceful protest should be of course legal. A cross as well, as long as it doesn’t destroy property, or physically hurts someone.

This isn’t complicated.
