No one knows for sure because we haven't tested nearly enough people to determine the answer to that question. There are people on wards in hospitals all across the country waiting for the opportunity to be tested. Why have we not managed to complete this testing is a phenomenal question.

Are these actually suspected cases by their doctors or are these "peace of mind" test requests?
I mean, the DHS Secretary said, today, that we've developed somewhat of an excess capacity, with 4 million expected by this weekend.
Certainly you're not suggesting that millions of folks have been identified by providers as potentially having COVID19 and not getting tests done? Or are you suggesting that?
Because either the Task Force briefings are outright lies or there is some other disconnect between the swabs and test results coming back to the provider. If it is indeed the latter (which I suspect), then I'm all for fixing that disconnect.

We had 257,000 hospitalized in '09 with H1N1 and somehow we got through that

During the Korean war (maybe it was Vietnam) there was a machine that was very simple and could get the job done in a pinch. We used them as IPPB machines a lot of years ago.

The second stage regulator(mouthpiece) supplies air on demand, when you gently pull to take a breath, the valve opens, as soon as there is back pressure, the valve closes, plus the pressure of air it provides is adjustable.
Yes, It's far from Ideal, but in a serious situation, I think you could make it work, especially if you used it in conjunction with an industrial type respirator. Remove the filter cans and hook the regulator up that way, so that the breather wouldn't need to hold the regulator with their teeth.
I have my diving rig set up like this: Honda 5 horse motor, runs an oiless compressor head, through a 1 way check valve into a beer keg (for volume storage 100psi, about 10 minutes of air if your compressor quits), tapped for pipe fittings, out into a homemade filter, then my airline, then my regulator.
If you aren't underwater and don't need the extra pressure, this rig can probably supply 4 people with slightly pressurized air.
You could pretty easily add more oxygen to the mix with a regulated bottle teed in on your compressor intake.
