If it were one of my projects, I'd need a damn good explanation why it immediately failed in some areas and not in others. Likely I'm demanding the whole thing be re-done. Otherwise I wouldn't feel confident the areas not currently affected won't experience the same failures within 5 years.

She reached in and maybe touched a piece that was loose. Again that coating shouldn't come off in sheets if it was applied properly.

Look. Go to your backyard. And try and peel a one inch section out your pool? You likely can't unless it has a vinyl coating. It coming up in sheets is proof that it didn't properly adhere. You guys can't think logically because you see it as an attack on Trump. No it's the contractor and these arrests are to deflect blame.
It's insane to think someone can easily pull up sections of properly applied coating. It needs to be chiseled off usually.
