easy. once the coating is slashed, water penetrates and wicks into the underlying concrete, slowly releasing the coating's adhesion around the cuts.

The coating has been slashed for some time now, allowing days to penetrate. Another guy was caught cutting the sealant 4 days ago, caught by park police and arrested.
