Anyone know what the parachute is for when the bomb initially is released? You can see it trailing off in the beginning of the footage.

Even if they could, watching that video they were saying how the shell is made of a very thin aluminum, so that the impact of the bomb is greater. I doubt they want to fill it up with fuel and a stronger outer shell to be able to fire it off, even if that was possible.
It would be like wrapping a firecracker with metal. wouldn't really do anything. wrap it in paper, and you get a nice little explosion.
