The opening speeches are ceremonial.
Total vote threshold is not lowered; that only happens with a vote of “Present” or by a member not showing up.

Why the frick did the Dems get up and applaud when Jefferies voted for himself? Is that a thing they do in the House or just liberal silliness?

No. There is technically not a Congress actually seated until a Speaker is seated. Then they all get sworn in.

*I stand corrected. I didn't believe they had power to change rules until sworn in and seated.
