OK, he's a branch chief, NOT a division chief. Is he on the Army Secretariat or on The Army Staff?
If he's on The Army Staff, he belongs to DCS G-3/5/7 which used to be known as DCSOPS. Chemical and Nuclear Surety falls as a division headed by a full Colonel under DAMO-SS which is run by a one star.
He's not at as high of a level as he's being painted in this article and I won't go further for a bunch of reasons.
He still needs the book thrown at him, could include reducing his retirement grade from the Air Force.
