Texas has a felony murder law. But I don't know if you could charge them with a feeling unless you charge them with something like menacing or some other charger to make it a felony.

This is Austin so they aren't going to do that.

I believe that law applies during the commission of a felony. If blocking a car on a road is a felony, then I'd say let a Texas jury settle it.
