Are you sure about that?!?! If nothing else, it's making it possible for these individuals to get in and making fewer spots available for US citizens.

As long as it's private, then I don't care. It's pretty shitty of the school to basically say they prefer to help illegals over their own citizens.

Students who are US citizens should sue.

But as OP noted, if they give them in state tuition, you can't wave your hands over that and call it private funding.

Offering aid doesn't mean easier admissions standards for a certain group of people
It certainly means it’s easier to matriculate.

Do they meet the resident requirements and have state ID?

You're right. It just costs taxpayers more money to fund individuals that aren't legal to be here in the first place and are taking the spot of an American student of any race, gender, pronoun ect.
Every illegal immigrant that gets admitted, that is one less citizen that the University can admit. If you count the department limitations for specific degrees it reduces even more.

Several factors are used to determine if a person demonstrates intent to remain in Virginia indefinitely. A college or university may ask for information from you or your parents about any of the following factors:
State to which income taxes are paid
Voter registration and actual voting
Driver's license
Motor vehicle registration
Continuous residence in Virginia
Social and economic ties
Ownership of real property
Sources of financial support
Current employment in Virginia
Employment in Virginia postgraduation
Military records

The fact that an individual is a citizen of another country does not automatically disqualify that person from establishing domicile in Virginia. If you are not a U.S. Citizen you will need to present your immigration documentation to the institution. Students unable to present valid, current INS documentation of their legal status cannot demonstrate domicile.
Seems there are quite a few ways to qualify.
If they're willing to take them and give them financial aid here, it's not absurd to think they'll work with them to qualify here.

Financial aid from the American taxpayers.

It's not private, it's a shell game.
Are those "private donations" tax deductable? If so then it's laundered tax dollars redirected.

Why? Their fist year enrollment has been increasing significantly over the past decade. They only give offers to 26-28% of people who apply. They have very high admissions standards. This doesn't defacto mean that fewer US Citizens will get in.

They aren't technically illegal at the moment if they have been granted DACA approval

I'm sure there are lots of legal Virginians that would be glad to recieve help.
